「機動戦士ガンダム」の富野由悠季監督が1989～90年に発表した全3巻の小説「機動戦士ガンダム　閃光のハサウェイ」をアニメーション映画化する3部作の第2部。「機動戦士ガンダム　逆襲のシャア」から12年後を舞台に、腐敗した地球連邦政府に反旗を翻す青年ハサウェイ・ノアの戦いを描く。 「シャアの反乱」と呼ばれた第2次ネオ・ジオン抗争から12年後の宇宙世紀105年（U.C.0105）。圧政を強いる地球連邦政府に対し、政府高官の暗殺という方法で抵抗を開始した反地球連邦組織「マフティー」。そのリーダー、マフティー・ナビーユ・エリンの正体は、一年戦争をアムロ・レイとともに戦ったブライト・ノアの息子、ハサウェイ・ノアだった。不思議な力を示す少女ギギ・アンダルシアの言葉に翻弄されながらも、マフティーとしての目的遂行のため歩みを進めるハサウェイ。一方、マフティーを追う連邦軍大佐ケネス・スレッグは、刑事警察機構のハンドリー・ヨクサンから密約を持ちかけられる。ハサウェイとケネスがそれぞれの目的のために動くなか、ギギもまた自分の役割のため、ホンコンへと旅立つ。 ハサウェイ役の小野賢章、ギギ役の上田麗奈、ケネス役の諏訪部順一らメインキャストが前作に続いて出演。監督の村瀬修功、脚本のむとうやすゆき、音楽の澤野弘之らメインスタッフも続投した。

The second part of a three-part animated film adaptation of Yoshiyuki Tomino's three-volume novel "Mobile Suit Gundam: Hathaway's Flash," originally published in 1989-90. Set 12 years after "Mobile Suit Gundam: Char's Counterattack," it depicts the struggle of Hathaway Noah, a young man who rebels against the corrupt Earth Federation government. In Universal Century 105 (U.C.0105), 12 years after the Second Neo-Zeon War, also known as "Char's Rebellion," the anti-Earth Federation organization "Mafty" begins its resistance through the assassination of high-ranking government officials. The leader, Mafty Navue Erin, is revealed to be Hathaway Noah, the son of Bright Noah, who fought alongside Amuro Ray in the One Year War. Hathaway, though bewildered by the words of the mysterious girl Gigi Andalusia, continues his path to fulfill his mission as Mafty. Meanwhile, Federation Colonel Kenneth Sleg, who is pursuing Mafty, is offered a secret deal by Handley Yoksan of the criminal police agency. As Hathaway and Kenneth each move for their own purposes, Gigi also departs for Hong Kong to fulfill her role. Main cast members including Kensho Ono (Hathaway), Reina Ueda (Gigi), and Junichi Suwabe (Kenneth) reprise their roles from the first film. Main staff, including director Shukou Murase, screenwriter Yasuyuki Muto, and composer Hiroyuki Sawano, also return.
