Yokohama Port Police detectives Takayama and Oshita, a duo, once arrest Jojima, a member of the internationally wanted terrorist group 'NET,' but Jojima escapes from the police hospital, and the detectives pursue him. One day, an incident occurs where Jojima and his comrades attack a transport vehicle carrying firearms seized by the police, attempting to steal the weapons. Ignoring orders to stay off the case, Takayama and Oshita return to the scene, thwarting Jojima's gang's scheme, but the group's leader Date is advancing an even larger plan.
