濱口竜介と酒井耕が共同監督を務めた東北記録映画3部作の第2部「なみのこえ」の気仙沼編。2011年3月11日の東日本大震災で津波被害を受けた三陸沿岸部に暮らす人々の「対話」を集めた前作「なみのおと」の完成から1年以上にわたって撮影を続け、宮城県気仙沼市に暮らす7組11名の対話を記録。震災から約1年を経た中で、被災した人々が家族や友人、仕事仲間たちとの会話を通して震災の記憶を呼び起こし、思いを新たにしていく様子を映し出す。

The second part of the Tohoku documentary trilogy co-directed by Ryusuke Hamaguchi and Ko Sakai, 'Voices from the Waves,' set in Kesennuma. Continuing to film for over a year after completing the previous work 'Tales from the Waves,' which gathered 'dialogues' of people living along the Sanriku coast affected by the tsunami on March 11, 2011, this film records dialogues among 11 people in 7 groups living in Kesennuma City, Miyagi Prefecture. About a year after the disaster, it depicts survivors recalling their memories of the earthquake through conversations with family, friends, and colleagues, and renewing their feelings.
