冒険小説の金字塔を大胆に脚色し、チャーミングな動物キャラクターから大海原の活劇まで、東映動画の十八番を贅沢に詰め込んだ。ひこねのりおによるタイトルシークエンスが心躍る旅の始まりを告げ、終盤に展開する海上の大乱闘ではアイデア構成を務めた宮崎駿の才気が光る。小田部羊一が開発した「描きやすい波」の作画スタイルは、以降、日本のアニメーションに普及していく。本作を最後に、東映動画は長篇映画「A作」の製作を中止した。

Young Jim, who dreams of foreign lands and sailing, is left to mind the old inn Benbow Tavern in a port town tonight. But a suspicious cat captain shows up and leaves behind a mysterious map. It seems to indicate the location of treasure hidden by the famous pirate Captain Flint. Jim sets out to sea with his best friend, a mouse named Gran, in his homemade barrel ship, the Pioneer. Their destination: the legendary Treasure Island on the map! However, the Pioneer is sunk by a pirate ship, and the two are quickly taken prisoner. The pirate ship is named the Pork Sauté. Its captain, Silver, was once one of Flint's men, and he too has his eye on the treasure of Treasure Island. Jim and Gran escape and land on Pirate Island. But they are caught by Silver's gang, have the map stolen, and are sold off to slave traders. In the stone prison where they are confined, they find a girl named Cathy already there. It turns out Cathy is Captain Flint's granddaughter and is also looking for the map. Jim and Cathy initially clash but eventually open their hearts to each other and decide to cooperate and head for Treasure Island. Now, the curtain rises on a great adventure across the sea!
