日本における外国人への差別と迫害を見つめ、平和と共生について考えるドキュメンタリー。現在の入管庁の難民認定制度・強制送還の問題と、百年前の関東大震災時に起きた朝鮮人虐殺を通して、日本の植民地主義について問い直す。 2023年、日本の国会では、政府による難民認定をさらに厳格化しようという法改正が議論を呼んでいた。不認定となった者が収容される入管施設では死者も出ており、その環境は長年にわたり問題視されている。この現状を変えようと、多くの市民が声を上げはじめた。一方、1923年には関東大震災の混乱のなかで、警察や自警団が朝鮮人や中国人を虐殺する事件が起きたが、日本政府は現在もこの問題を公式に認めていない。 映画では、難民支援を続けるアクティビストや、仮放免中の当事者、朝鮮人虐殺の証言を継承する市民グループやドキュメンタリー監督、研究者など、さまざまな立場の人たちにカメラを向け、「過去の虐殺と現在の入管問題は、いまだ精算されていない“植民地主義”でつながっている」という事実を浮かび上がらせていく。監督は「百年と希望」「わたしの自由について」の西原孝至。

A documentary that examines discrimination and persecution against foreigners in Japan, and contemplates peace and coexistence. It reconsiders Japanese colonialism through the current Immigration Services Agency's refugee recognition system and forced deportation issues, as well as the massacre of Koreans that occurred during the Great Kanto Earthquake a hundred years ago. In 2023, a legislative amendment to further tighten the government's refugee recognition was debated in Japan's National Diet. Deaths have occurred at immigration facilities where those not recognized are detained, and the conditions there have been criticized for years. Many citizens have begun to raise their voices to change this situation. Meanwhile, in 1923, amid the chaos of the Great Kanto Earthquake, police and vigilante groups massacred Koreans and Chinese, but the Japanese government still does not officially acknowledge this issue. The film turns its camera on activists supporting refugees, individuals currently on temporary release, citizen groups and documentary filmmakers preserving testimonies of the Korean massacre, and researchers from various positions, bringing to light the fact that 'the past massacre and the current immigration detention problem are connected by an unsettled colonialism.'
