猪瀬直樹によるノンフィクション書籍「昭和16年夏の敗戦」を原案に、かつて日本に実在した機関「総力戦研究所」と日米開戦への流れを描いた人間ドラマ。2025年8月に放送されたNHKスペシャル「シミュレーション　昭和16年夏の敗戦」のドラマパートに約40分の追加シーンを加えた完全版。 1941（昭和16）年4月、真珠湾攻撃の8カ月前。官僚・軍・民間から選りすぐられた若きエリートたちが、内閣総理大臣の直轄機関「総力戦研究所」に招集された。彼らに与えられた任務は、“模擬内閣”を結成して日米が開戦した場合の戦局をシミュレーションし、その結果を内閣に報告すること。宇治田を始めとするメンバーたちは、国家機密レベルのデータを駆使した激烈な議論の末、「日本必敗」という衝撃的な結論にたどり着く。しかしエリートたちが導き出した敗北の予測は、時代が放つ得体の知れない空気にのみこまれていく。 キャストには主人公・宇治田役の池松壮亮をはじめ、仲野太賀、岩田剛典、中村蒼、三浦貴大、國村隼、佐藤隆太、江口洋介、佐藤浩市ら豪華俳優陣が集結。「舟を編む」などの石井裕也が監督・脚本・編集を手がけた。

Four months before the attack on Pearl Harbor—what they saw was the conclusion: 'Japan's inevitable defeat.' In April 1941, there existed an organization called the 'Total War Research Institute,' where elites from across Japan were secretly gathered. The 'best and brightest' of the next generation, selected from bureaucrats, the military, and the private sector, were tasked with 'predicting' the outcome of a war with the United States and other foreign powers. After accumulating vast amounts of data and repeatedly running simulations with anguish and passion, what they saw was a shocking scenario of Japan's 'overwhelming defeat'—one that predicted almost everything except the atomic bombings.
